Ivins City Council holds off on making call about short-term rentals

IVINS — The issue of short-term rentals will have to go through the Ivins City Council at least one more time after council members voted unanimously Thursday night to continue a discussion on additional licensing for short-term rental operators to its next meeting.

A proposed amendment to Chapter 16 of the city’s zoning ordinance regarding short-term rentals was an item on the agenda, to be held with a public hearing and discussion and possible action by the council.

As previously reported in St. George News, the meeting at Ivins City Hall two weeks ago saw many citizens express strong feelings about short-term rentals and how much (or little) the city should regulate them.

The Planning Commission previously recommended the proposed amendment to the council.

Thursday night, St. George News counted 15 citizens in the audience at the City Council meeting and not one of them spoke during the public hearing on the issue.

During the council’s discussion,  members expressed the general opinion that more time is needed to understand all of the small details involved with short-term rentals and how the proposed amendment would solve problems in Ivins.

Specific to the past two discussions the council had, the use of an overlay in resort commercial zones is a practice that the council is looking at to possibly create more short-term rentals that are away from residential neighborhoods. The proposed amendment clarifies how those overlays would work for future developments and increase licensing requirements for such rentals to make them similar to bed and breakfast hotel licensing.

“Those are things down the road that aren’t before us tonight,” council member Lance Anderson said. “I think we still have some cleanup to do.”

Thursday night’s other public hearing involved the Planning Commission’s recommendation that the council update the city’s General Plan regarding a Moderate Income Housing Plan.

No one from the public spoke on that item either and the council continued its discussion to the next meeting.
