ST. GEORGE – A sex offender was arrested earlier today after officers from the Washington County Sheriff’s office were called to a home on an unrelated incident.
 
While there, officers made contact with Richard Neff Hubbard, 63, of 1812 W Sunset Blvd., and discovered he had an outstanding warrant.
 
Officer Johnny Heppler with the St. George Police Department said a St. George officer followed up with Hubbard and discovered he had failed to comply with sex offender guidelines set up by California and Utah. Hubbard was given a lifetime requirement to register as a sex offender in July 2006 by the state of California. He moved to Utah in October 2006, Heppler said.
 
Per his sex offender requirements, Hubbard was supposed to obtain a Utah driver’s license that expires yearly on his birthday. He allegedly never received a Utah license. He was arrested on four counts, one for each year, for failure to comply with sex offender registration laws. Hubbard was also charged with not reporting to the state of Utah every six months, as he is required to do, Heppler said.
 
According to the Utah Department of Corrections, Hubbard was convicted in 1988 by the state of California for lewd and lascivious acts with a child under 14 years. His aliases were listed as John Doe and Richard Nuff Hubbard, with an address of 191 W Dolce Cove, St. George.
 
According to the California Department of Corrections and Rehabilitation, California passed Jessica’s Law in 2006 which aggressively enforced new residence restrictions for sex offenders.
